A Notary Public Lawyer in Singapore verifies and notarizes the document. This includes:
Since 1 October 2019, all notarized documents in Singapore must undergo mandatory authentication by the SAL, ensuring validity and prevention of fraudulent certification. The authentication process takes approximately 1 to 2 working days.
Once authenticated by SAL, the notorised document undergoes final legalization:
For urgent cases, expedited processing may be available at additional cost.
You can collect the notarised documents from our office or we can arrange for the notarised documents to be delivered to you (at a reasonable fee).
On 16 September 2021, Singapore became a contracting party to the Apostille Convention of 5 October 1961, simplifying international authentication. Singapore implemented the obligations under the Apostille Convention through the Apostille Act 2020, which came into operation on 16 September 2021. Documents to be used in a contracting party of the Apostille Convention only require an Apostille Certificate from the SAL to be legally recognized.
However, if the destination country is not a member of the Apostille Convention, additional steps are required. The document must be legalised at the embassy or consulate of the destination country. This multi-step process ensures official recognition in non-member countries.
An ‘Apostille Notary’ is not an official phrase. Notarisation confirms a document’s authenticity. Apostille certification by the SAL validates it for use in Hague Convention countries. Though often linked, Apostille and Notary services are distinct steps for international document recognition.
Asian countries that are not part of the convention include Bangladesh, Cambodia, Malaysia, Nepal, Pakistan, Sri Lanka, Thailand and Vietnam. For these countries, we assist in ensuring that documents undergo the full legalization process, including authentication by the SAL and final legalization at the embassies or consulates. China officially joined the Apostille Convention on 7 November 2023.
Our notarisation fees are set by the First Schedule of the Notaries Public Rules. For a typical document requiring one notarial certificate and one witnessed signature, the total notary fee starts from $115 ($75 notarial certificate + $40 witnessing fee).
For documents submitted to the Singapore Academy of Law (SAL) for authentication (mandatory since October 2019), an additional $87.20 (inclusive of GST) applies. Apostille certification for Hague Convention countries is handled by SAL within 1–2 working days.

A certified true copy is a copy of an original document that a notary public has compared against the original and certified as a complete and accurate reproduction. It is commonly required by foreign banks, universities, and government agencies that cannot accept original documents. Our notary public at People’s Park Complex can certify true copies of passports, degrees, company documents, and more — starting from S$10 per page.
A notary public in Singapore is a lawyer appointed by the Singapore Academy of Law to verify and authenticate documents for use overseas. This includes witnessing signatures, certifying true copies of documents, administering oaths, and issuing notarial certificates that foreign institutions — banks, government agencies, universities — will legally recognise.
Notary public fees in Singapore are fixed by the Notaries Public Rules. A notarial certificate costs S$75, witnessing a signature costs S$40 per individual (S$150 for company representatives), and each page of certified true copy is S$2 (S$10 for the first page). Mandatory SAL authentication adds S$87.20 (GST inclusive).
What is the difference between notarisation and apostille in Singapore?
Notarisation is the act of a notary public verifying and certifying a document. An apostille is a further authentication certificate issued by the Singapore Academy of Law (since 16 September 2021, when Singapore joined the Hague Apostille Convention). If your document needs to be used in a Hague Convention country (such as the USA, UK, or Australia), an apostille is required after notarisation. For non-convention countries (e.g. Malaysia, Thailand, Vietnam), embassy legalisation is needed instead.

Several major Asian countries are not Hague Apostille Convention members, including Malaysia, Thailand, Vietnam, Indonesia, Bangladesh, Cambodia, Nepal, Pakistan, and Sri Lanka. For documents destined for these countries, notarisation and SAL authentication are followed by embassy or consulate legalisation.
