Notarization Process in Singapore

The notarization process in Singapore follows a three-step procedure to ensure notarised documents are properly certified for international use:

Step 1: Notarization by a Notary Public

A Notary Public Lawyer in Singapore verifies and notarizes the document. This includes:

  • Witnessing signatures to confirm the identity of signatories. The deponent must sign in front of the Notary Public in Singapore.
  • Certifying true copies of photocopies of official documents, upon comparison with the original copies of the said documents.
  • Witness the signing of Statutory Declarations, agreements and official documents
  • Issuing a Notarial Certificate, which is mandatory for all notarized documents.

Step 2: Authentication by the Singapore Academy of Law (SAL)

Since 1 October 2019, all notarized documents in Singapore must undergo mandatory authentication by the SAL, ensuring validity and prevention of fraudulent certification.  The authentication process takes approximately 1 to 2 working days.

Step 3: Apostille Certificate or Embassy Legalization

Once authenticated by SAL, the notorised document undergoes final legalization:

  • For use in an Apostille Convention country, an Apostille Certificate will be issued by SAL, typically within 1 to 2 working days.
  • For use in a non-Apostille Convention country, the document must be legalized at the embassy or consulate of the destination country. This process may take up to several days or even weeks, depending on which embassy, and is beyond the control of the Notary Public.

For urgent cases, expedited processing may be available at additional cost.

Step 4: Collection of Notarised documents

You can collect the notarised documents from our office or we can arrange for the notarised documents to be delivered to you (at a reasonable fee).

Understanding Apostille & Legalization

On 16 September 2021, Singapore became a contracting party to the Apostille Convention of 5 October 1961, simplifying international authentication. Singapore implemented the obligations under the Apostille Convention through the Apostille Act 2020, which came into operation on 16 September 2021.  Documents to be used in a contracting party of the Apostille Convention only require an Apostille Certificate from the SAL to be legally recognized.

However, if the destination country is not a member of the Apostille Convention, additional steps are required. The document must be legalised at the embassy or consulate of the destination country. This multi-step process ensures official recognition in non-member countries.

An ‘Apostille Notary’ is not an official phrase.  Notarisation confirms a document’s authenticity. Apostille certification by the SAL validates it for use in Hague Convention countries. Though often linked, Apostille and Notary services are distinct steps for international document recognition.

Asian Countries Not Part of the Hague Apostille Convention

Asian countries that are not part of the convention include Bangladesh, Cambodia, Malaysia, Nepal, Pakistan, Sri Lanka, Thailand and Vietnam.  For these countries, we assist in ensuring that documents undergo the full legalization process, including authentication by the SAL and final legalization at the embassies or consulates.  China officially joined the Apostille Convention on 7 November 2023.
